The secure code should be generated to the user email once he/she update his/her profile. (See here)
Site users don’t have to obtain new secure code everytime they withdraw unless they have lost the previous one.
Please make sure that mailing notification is working to accomplish this feature.
Otherwise, you can turn off the secure code option in Credit settings.
