Can admin cancel a dispute? I only see an option for assigning a winner. If buyer and seller are able to settle dispute, how can users or admin cancel the dispute and resume the order?

Regarding your concern, we would like to inform you that the option of resume the order after the dispute is not available.
If both sides want another order, site admin can assign the buyer as a winner & refund the cost + fee so he/she could make another order.
If sellers have sent the files & the employer finally accept the files, you can assign the freelancer as a winner.
