The pending mode is only for Cash payment which is 100% manually. Therefore, site admin needs to confirm the money for further approval.
If you set up automatic payment via the official payment gateways, the status will be automatically active.
The approval is required for sandbox Paypal. Please also confirm if you have set up a Business account for Paypal.
